I think it's a deck-thinning card, and in that effect it is really strong

Players' Pokemon TCG tournament collections that included either of these cards were able to cause a control and lock strategy which did not balance well in games
Most other major deck builders including Moxfield, Archidekt, and Deckstats support this as well
To compensate for this downside, Pokmon-ex are significantly stronger than other types of Pokmon
