Good enough, sure, but playing a partner just for extra colors isnt that common in casual Commander
Its the most cohesive of all the starter decks so far, with only a few spare parts that dont go along with the core strategy (cards which are easily replaced)

Also, some MTG sets have different rarities, like how Time Spiral (TSP) has the timeshifted rarity
While the Explorer doesn't let you play lands from the top, it does let you play them from the graveyard, all while milling you for each land played, so as to get more lands into the graveyard
