There was a little bit of a communication breakdown and a good chunk of the design team missed that Snapcaster Mage was intended to have flash until near the end of testing

It's always thought-provoking and fun to see what exactly went into the minds of the game developers at the time, and what the game could've been had these designs been a more standardized part of the game
