Haxorus' first attack does not deal much damage, but it is an intriguing way to lower the HP of evolution Pokmon so that they can be knocked out on following turns by stronger attacks
It has 100 HP and a Tidal Wave attack that costs a whopping four Water Energy, yet deals only 70 damage
Not to mention the sheer number of cards from that time that are banned now for being too powerful
this set carried that on in the strongest way possible
