Perhaps Wizards of the Coast has access to it because of the company's shared history with Pokemon

However, if the scratches are deep (where you can see the silver holo layer under the paint) and go outside of the art box area, that can cost you even more points deducted

It is in an odd position where despite being cheap and powerful it relies on you having other cards, it does nothing on its own

It was produced to commemorate Pokmon's 20th anniversary in 2016
