In a nutshell, WOTC wants to give new players an onramp to MTG from the "I am interested in Magic, but I dont know anything." stage all the way to the "Oh, Ive identified what I like to do, and Im going to do more of that." stage

Ive not noticed much of a difference, but its still a useful feature

Wizards of the Coast, the company that makes Magic, made a legally-binding promise to never reprint these cards, and they tend to be extremely powerful
